CPIA: state Italian courses for adults

CPIA are state adult schools from age 16, with a literacy pathway leading to A2 (Presidential Decree 263/2012). Enrolment for 2026/2027 closed on 1 June 2026, extendable to 15 October 2026. The course is not a paid service, but many CPIA ask a contribution of around EUR 20 — ask your own centre.

Level A2: when it is required, and how to avoid the prefettura test

While you hold temporary protection, A2 is required for nothing. It becomes relevant at the move to the EU long-term residence permit. The cheapest route: a CPIA completion certificate showing A2 exempts you from the prefettura test under art. 4 of the Interministerial Decree of 4 June 2010. The MAECI-recognised certificates are CILS, CELI, PLIDA and Cert.it.

The integration agreement: does it apply to temporary protection

The integration agreement under Presidential Decree 179/2011 is signed by a foreigner over 16 entering for the first time and requesting a permit of a year or more; failure can lead to revocation. The 2012 circulars exclude asylum, subsidiary protection, humanitarian and family grounds. We found temporary protection in no exclusion list; in practice questure have not required the agreement from Ukrainians.
