Understand this route
The integration agreement under Presidential Decree 179/2011 is signed by a foreigner over 16 entering for the first time and requesting a permit of a year or more; failure can lead to revocation. The 2012 circulars exclude asylum, subsidiary protection, humanitarian and family grounds. We found temporary protection in no exclusion list; in practice questure have not required the agreement from Ukrainians.
What to check
- Whether you signed an integration agreement at the questura.
- If you did: its commitments and deadlines.
- If not: the texts leave this unresolved; keep it in mind when converting your permit.
Caveat
Two different dates. At EU level temporary protection runs to 4 March 2028 (Council Decision (EU) 2026/1912). Italian instruments, as at 26 September 2026, are still tied to 4 March 2027, and we found no Italian implementing act for 2028. Check your questura and the Ministry of the Interior before acting.
