Practical route
While you hold temporary protection the EU long-term residence permit is closed to you: art. 9(3)(b) of the Immigration Act excludes it expressly. But art. 9(5) excludes from the five-year count only periods under letters d) and e) — temporary protection is not listed. So once the permit is converted, the protected years should count. Expect resistance at the questura; the text is on your side.
Practical route
The Council extended temporary protection to 4 March 2028. The Italian permit and its accompanying measures are, as of today, still tied to 4 March 2027. A new EU condition from 31 July 2026 on Ukrainian military-service obligations applies only to new applicants, not to people already protected on 30 July 2026.
Practical route
The application is filed with the questura where you are staying. The receipt alone already opens the right to work and to register with the health service, so do not wait for the plastic card. Renewal is on you: nothing renews automatically.
