Understand this route
While you hold temporary protection the EU long-term residence permit is closed to you: art. 9(3)(b) of the Immigration Act excludes it expressly. But art. 9(5) excludes from the five-year count only periods under letters d) and e) — temporary protection is not listed. So once the permit is converted, the protected years should count. Expect resistance at the questura; the text is on your side.
What to check
- What grounds you have to convert: employment or self-employment.
- How many years of lawful residence you have, including the protected years.
- How you will prove A2: a CPIA certificate exempts you from the prefettura test.
- Income at least at the social-allowance level, and suitable housing if family members are included.
- If the questura restarts your count from zero, cite art. 9(5) of the Immigration Act.
Caveat
Two different dates. At EU level temporary protection runs to 4 March 2028 (Council Decision (EU) 2026/1912). Italian instruments, as at 26 September 2026, are still tied to 4 March 2027, and we found no Italian implementing act for 2028. Check your questura and the Ministry of the Interior before acting.
