Practical route
Calls to 112, 113, 115 and 118 all reach one regional response centre, which decides who to dispatch and can dispatch several services at once. For callers who do not speak Italian the centre brings in a real-time telephone interpreter. 112 works with no SIM, no credit and on a locked phone; the Where ARE U app sends your coordinates and allows a silent call.
Practical route
The current income limit is EUR 13,659.64 (decree of 22 April 2025); the Ministry of Justice's own page still shows the superseded EUR 12,838.01. The income of everyone in the household counts, tax-exempt income included. A foreigner with a valid permit has the same rights (art. 119). The consular certificate of foreign income can be replaced by a self-declaration where it is impossible to obtain — Constitutional Court judgment 157/2021 — but you must apply to the consulate early and keep the evidence.
Practical route
Art. 43 of the Immigration Act expressly treats refusal of housing, work, education or services, or worse terms on ethnic grounds, as discrimination. Art. 44 gives a claim to stop the conduct, remove its effects and obtain damages, non-pecuniary damage included. The decisive advantage is art. 4(3) of Legislative Decree 215/2003: serious, precise and consistent facts, statistics included, are enough, after which the defendant must disprove them. Registered associations can litigate for you under a notarised authority; UNAR assists but does not sue.
