Understand this route
The current income limit is EUR 13,659.64 (decree of 22 April 2025); the Ministry of Justice's own page still shows the superseded EUR 12,838.01. The income of everyone in the household counts, tax-exempt income included. A foreigner with a valid permit has the same rights (art. 119). The consular certificate of foreign income can be replaced by a self-declaration where it is impossible to obtain — Constitutional Court judgment 157/2021 — but you must apply to the consulate early and keep the evidence.
What to check
- The combined income of everyone in the household: the threshold is €13,659.64.
- A valid permit at the time of the events.
- A request to the consulate about foreign income: file it early and keep it.
- For victims of domestic violence and similar cases, the income threshold does not apply.
Important
- The Ukrainian consular network in Italy is operating, so the impossibility argument is weaker — apply first and keep the reply, or the absence of one, as evidence
Caveat
Two different dates. At EU level temporary protection runs to 4 March 2028 (Council Decision (EU) 2026/1912). Italian instruments, as at 26 September 2026, are still tied to 4 March 2027, and we found no Italian implementing act for 2028. Check your questura and the Ministry of the Interior before acting.
