Catalogue methodology
DryRights uses a multi-level jurisdiction model because data-protection rules may arise simultaneously from international treaties, supranational legislation, national, state, provincial, territorial and sector-specific instruments.
We start with an official source: a government gazette, parliamentary or government legislation database, official regulator, court or international treaty database. International trackers help with discovery and coverage checks but do not replace the official text.
Before collecting material, we review the source's terms of use. Full-text reproduction, translation, archiving and automated retrieval are assessed separately. Where a right has not been confirmed, DryRights limits its use to permitted metadata, facts, links or a properly reviewed quotation.
Each law is retained as a set of versions. The original is structured according to its official parts and provisions. Translations are linked to the corresponding provisions; a change to the original marks the dependent translation as requiring an update.
Key requirements are created as separate structured records containing conditions, exceptions, deadlines and exact citations. A standard matrix supports comparison but does not remove differences in terminology and legal context.
The technical retrieval method differs between sources and is recorded separately for each class of source; the retrieval method by itself does not affect the text's review status.
Data acquisition paths
EU: EUR-Lex via automated browser
Official EU regulation and directive texts are retrieved automatically from EUR-Lex via Playwright (a plain httpx fetch is blocked by EUR-Lex for automated clients).
Ukraine: Verkhovna Rada portal via httpx
Official Ukrainian law texts are retrieved automatically from zakon.rada.gov.ua via a plain HTTP request.
Council of Europe: manual official PDF download
The Council of Europe treaty database (coe.int, echr.coe.int, rm.coe.int) technically blocks automated retrieval (Cloudflare/JS challenge, confirmed from several independent networks). In such cases the official PDF is downloaded manually through a regular browser; the checksum and full provenance of the document are recorded the same way as for automated collection.
