Foreign qualified certificates, signatures and trust services are recognised under Law No 2155-VIII and Resolution No 1198 through the Ukrainian trust infrastructure. The CCA states that, from 3 October 2024, EU qualified signatures are recognised in Ukraine on a permanent basis following Resolution No 1131. Do not promise automatic equivalence throughout the EU. Acceptance depends on the state’s law, recipient policy, format, trust chain and available validation. In many scenarios a Ukrainian QES may be treated as an AES based on a qualified certificate, without the presumption of handwritten-signature equivalence. Latvia became the first EU Member State to grant Ukrainian QES full legal effect under the officially announced mechanism.
