Check the scenarioQES has handwritten-signature effect. Public-sector circulation normally requires QES and a qualified time stamp. Another e-signature may be treated as handwritten where the parties have made a properly executed written agreement. A Latvian QES based on a qualified certificate is recognised as QES in every Member State. Transaction form, authority and procedural rules remain governed by relevant national or sectoral law. eIDAS does not create automatic worldwide recognition. Check recipient law, contract, platform policy, format and any EU third-country agreement under Article 14 eIDAS. Where a Ukrainian provider is included in a third-country trusted list published by the Commission, a document signed using a certificate from that provider is treated as handwritten in Latvia; the Latvian Section 3 time-stamp requirement is not mandatory for that document.
