A QES based on a qualified certificate issued in one Member State is recognised as QES in all other Member States. Qualified status of a provider and service is established by its national Trusted List entry, discoverable through the EU LOTL. eIDAS does not create automatic global recognition. Third-country trust services may be treated as equivalent only under an EU agreement with that third country or an international organisation under Article 14 eIDAS; the recipient’s law and policy also apply. Do not infer the level from a file extension, brand or user claim. Check the complete validation report, certificate chain, Trusted List service status, QSCD indication, signing time, revocation and long-term evidence.
