A Ukrainian-plated car in Italy: the EE plate

Ministry of Transport circular 14744 of 12 May 2023 opened the EE plate regime to Ukrainian-registered vehicles. Without it, a resident driving on foreign plates long-term faces fines and seizure. Third-party insurance is compulsory either way.

Converting to an Italian licence: two deadlines that do not coincide

The Italy–Ukraine agreement allows exchange without examinations, but it runs only to 24 January 2027. Separately, a four-year window from acquiring residence applies: after four years the exam-free exchange closes regardless of the agreement. Whichever deadline falls first is the one that binds you.

Your Ukrainian driving licence: may you drive on it

Yes: art. 3 of Regulation (EU) 2022/1280 makes Ukrainian licences valid in Italy for as long as temporary protection lasts, with no exchange and no international permit. A translation is useful to carry but is not legally required.
