Understand this route
Public housing is closed to temporary-protection holders: art. 40(6) of the Immigration Act requires a permit valid for at least two years, and the temporary-protection permit is issued for less. The realistic route is regional and municipal rent contributions, whose conditions vary region by region.
What to check
- Your permit's validity: public housing is closed to temporary protection.
- Regional and municipal rent contributions: your own comune's conditions.
- An ISEE: most contributions require one.
- Once you convert to a permit of two years or more, public housing opens up.
Caveat
Two different dates. At EU level temporary protection runs to 4 March 2028 (Council Decision (EU) 2026/1912). Italian instruments, as at 26 September 2026, are still tied to 4 March 2027, and we found no Italian implementing act for 2028. Check your questura and the Ministry of the Interior before acting.
