Understand this route
An unaccompanied minor cannot be removed under any circumstances and is assigned a volunteer guardian under Law 47/2017. A child who arrived with a grandmother, aunt or neighbour is formally unaccompanied too; this has to be regularised, otherwise school, healthcare and benefits are all blocked.
What to check
- Whether the child came with a parent. If not, it is formally unaccompanied.
- Whether a volunteer guardian has been appointed.
- Papers showing your link to the child.
- Without regularisation, school, doctor and benefits are all blocked.
Caveat
Two different dates. At EU level temporary protection runs to 4 March 2028 (Council Decision (EU) 2026/1912). Italian instruments, as at 26 September 2026, are still tied to 4 March 2027, and we found no Italian implementing act for 2028. Check your questura and the Ministry of the Interior before acting.
